NSIC Registration

NSIC enlists Micro & Small Enterprises (MSEs) under Single Point Registration scheme (SPRS) for participation in Government Purchases. The units enlisted under Single Point Registration Scheme of NSIC are eligible to get the benefits under Public Procurement Policy for Micro & Small Enterprises (MSEs) Order 2012 as notified by the Government of India, Ministry of Micro Small & Medium Enterprises, New Delhi vide Gazette Notification dated 23.03.2012 and amendment vide order no. S.O. 5670(E) dated 9th November 2018.The enlistment under SPRS is completely online. Login: www.nsicspronline.com

1a) BENEFITS EXTENDED TO MSEs HAVING VALID REGISTRATION

  1. Issue of the Tender Sets free of cost.
  2. Exemption from payment of Earnest Money Deposit (EMD).
  3. In tender participating MSEs quoting price within price band of L1+15 per cent shall also be allowed to supply a portion upto 25% of requirement by bringing down their price to L1 Price , where L1 is non MSEs.
  4. Consortia facility for Tender Marketing.

Every Central Ministries/Departments/PSUs shall set an annual goal of minimum 25 per cent of the total annual purchases of the products or services produced or rendered by MSEs. Out of annual requirement of 25% procurement from MSEs, 4% is earmarked for units owned by Schedule Caste /Schedule Tribes and 3% is earmarked for the units owned by Women entrepreneurs. SPRS registered units are integral part of the supply chain to Government

In addition to the above, 358 items are also reserved for exclusive purchase from MSE Sector (List is given below in download section serial no.5).

1 b) Eligibility

  • All Micro & Small Enterprises having EM Part-II (Optional)/ Udyog Aadhaar Memorandum (UAM) /Udyam Registration are eligible for registration with NSIC under its Single Point Registration Scheme (SPRS).

1c) Micro & Small Enterprises who have already commenced their commercial production but not completed one year of existence. The Provisional Registration Certificate can be issued to such Micro & Small Enterprises under Single Point Registration scheme with monitory limit of Rs. 5.00 Lacs

2 a) FRESH REGISTRATION CRITERIA

  1. Micro and Small Enterprises (MSEs) involved in manufacturing & Services are eligible for registration.
  2. Traders are not eligible for registration under this Scheme.
  3. The validity of SPRS Certificate is of 2 years from the date of registration and there after renewed after every two years.
  4. MSEs already commenced their commercial production (Start Ups) but not completed one year of existence are eligible for Provisional Registration for one year. MSEs can apply for full registration after completion of one year.

2 b) REGISTRATION PROCESS

  1. Please visit Udyam Registration website for obtaining Udyam Registration Number.
  2. MSEs have to register themselves in MSME Data Bank using UAM No. and PAN, to get themselves registered for Single Point Registration.
  3. Each step has to be filled & every step has saved and continues option. This way form can be refilled and reviewed at any moment using PAN and UAM combination.
  4. It is requested to go through Check-List and Download section to get to know about required forms, annexure and documents.
  5. It is always advisable to kindly place all required forms, annexure and documents on your desktop in a folder for fast uploading.
  6. Fees will be charged on the basis of Unit Enterprise category (Micro or Small).
  7. Third party inspection is also involved for store item inspection. Units are requested to kindly choose inspection agency according to their domain expertise and jurisdiction.
  8. Final Certificate will be available online and respective NSIC office will send physical certificate copy by post.
  9. For any communications, the registration number of certificate may be quoted.

2 c) Where the MSE is having more than one factory located in the same state or outside the state, all the factories shall be registered at one branch and the application as such shall be considered at one branch only.

3 a) RENEWAL OF REGISTRATION

  1. The validity of SPRS Certificate is of 2 years from the date of registration and MSE unit can apply for renewal 6 months before expiry of certificate.
  2. MSEs Coming for renewal before expiry of SPRS certificate gets discount of 50% on renewal fee.
  3. MSEs Units having no change from previous issued Certificate can apply renewal online.

3 b) PROCESS FOR RENEWAL

  1. It is requested to go through Check-list and Download section to get to know about required forms, annexure and documents.
  2. It is always advisable to kindly place all required forms, annexure and documents on your desktop in a folder (eg C:\Users\Admin\Desktop\OnlineApplication) for fast uploading.
  3. Fees will be charged on the basis of Unit Enterprise category (Micro or Small) and MSEs coming for renewal before expiry of SPRS certificate gets discount of 50% on renewal fee.
  4. Final Certificate will be available online and respective NSIC office will send physical certificate copy by post.

During Renewal Process each step will be automatically populated from data given at time of registration.

3 c) Renewal Inspection –( Where Monetary Limit is more than Rs.10 Crore.)

Incase of renewal of registration where monitory limit is more than Rs 10 Crore and inspection has not been carried out by Technical Inspecting Agency or NSIC during the last one year, such units will be inspected by the respective Branch Office of NSIC before issue of renewal Certificate. The Inspection fees shall be equivalent to Inspection fee charged by the Rites.

4. Registration Fee

The registration Fee is based on the Turnover as per latest audited Balance Sheet of the Micro & Small Enterprise for the Registration, Renewal and any other amendment etc.

NSIC Registration under Single Point Registration granted to MSMEs remains valid for two years which is renewed or revised after the expiry of such two years and provisional NSIC registration certificate granted to MSMEs with a monetary limit of INR 5 Lakhs is valid for one year from the date of issue.
